DISTINGUISHED LECTURE SERIES - “AYUSHMAN BHARAT

DIGITAL MISSION” BY SHRI RAM SEVAK SHARMA, IAS

As part of the PGPDGM Program’s Distinguished Lecture series, IIM Visakhapatnam organised a lecture by Dr. RS
Sharma. Dr. RS Sharma walked the audience through the set of serendipitously developed digital solutions under the
Digital India initiative. The focus of his lecture was the Ayushman Bharat Digital Mission (ABDM), one of the many
horizontal digital public goods being developed by the Government of India. The objective of ABDM is to deploy ICTs
to improve health services for citizens while ensuring affordability, quality, and accessibility. He stressed the importance
of good architecture for software and systems being developed for the public good, which ensures interoperability
across systems. When developing digital solutions for citizens, he emphasised the need to leave innovation and agility
to the private sector while governments focus on architectures, frameworks, and scaling of solutions given their
experience on those dimensions. Explaining the benefits of protocol-based or network-based solutions, he explained
the importance of giving up platform-based models, which frequently result in monopolies. The session concluded
with a very interesting Q&A session.
