5-DAY IN-SERVICE TRAINING PROGRAM ON ‘DIGITAL
GOVERNANCE & MANAGEMENT’ FOR DOPT-NOMINATED
OFFICIALS

All-India Service Officers, comprising the Central Staffing Scheme and Central Secretariat Service, completed a
5-day in-service training program on Digital Governance and Management at the IIMV’s Andhra University Campus.
The former Secretary of the Ministry of Electronics and Information Technology (MeitY), Shri Ajay Prakash Sawhney
IAS (R), was the chief guest at the inaugural session. In his address, he emphasised the need for the integration of
various government projects. Using the example of UPI (Unified Payments Interface), he drew the audience’s
attention to how the magic of contemporary technologies can unite diverse ecosystems on a single platform to serve
the needs of the common man. Mr. Sawhney stated that India has demonstrated its ability to create businesses for
the global market, with a particular emphasis on addressing issues at the grassroots level and in the real world. He
claimed that India was able to produce more Unicorns through this process than the all of Europe put together. He
brought to light the Indian government’s plan to achieve transparency by constructing digital platforms at the
national level that will facilitate citizens’ awareness, participation, and decision-making.
On March 10, the former Secretary of MeitY, Shri J Satyanarayana IAS (R), was the chief guest at the
valedictory ceremony. He shared his thoughts and experiences regarding “Digital Transformation- Opportunities and
Challenges.” His contributions to various e-governance projects, such as Aadhaar, Passport Seva, and eTaal, served
as the basis for the session, during which he emphasised that e-governance is not just about ‘E’, but is primarily
about governance. Shri Satyanarayana advised the participants to seize the opportunities presented by digital
governance and enable presence-less services, implement feedback loops, and provide integrated services
wherever possible. He emphasized the need for protection, privacy, and security by design and an effort to re-
engineer organizational processes through elimination, optimization, standardization, automation, and self-service.
Prof. M Chandrasekhar, Director of IIM Visakhapatnam, highlighted the importance of digital transformation and drew
the audience’s attention to the role that Fintech could play in digital transformation. Prof. Chandrasekhar, the
Director of IIMV, and Shri J. Satyanarayana, the Chief Guest, presented the participants with program completion
certificates.
Prof. Neena Pandey and Prof. Dr. Srinivas Josyula were the Program directors for this training program.
