The key objective of the MGNF is to create a cadre of individuals who understand and can contribute to the creation of a district-level ecosystem to support skill development and support the district administration to improve skill development program delivery as well as develop a cadre of committed and competent development leaders.
The curriculum implemented by IIMV is approved by the Ministry of Skill Development and Entrepreneurship, which enables theoretical inputs in the Academic Modules and application of the knowledge in the districts with the guidance of the mentors during District Immersion Modules. The Academic Modules are delivered through a combination of physical and online lectures, workshops, among others. The evaluation process comprises end of module examinations, Quizzes by Faculty in the class, projects/assignments, participation in classroom activities, presentations/ oral examinations, among others.
Admissions
The applicants for the programme must be an Indian between 21-30 years and should have completed graduation from a recognized university. The selection process is a combination of Written Test, Interview and Language Proficiency.

District Immersion Module
In the two years duration of the program, there will be SIX (6) District Immersion Modules (DIMs), each having a total of up to 120 days. During the district module the Fellows will work closely with the District Skill Committee members on strengthening the planning and implementation of various skill development initiatives. The Fellows will be given periodic inputs and mentorship by the designated IIMV Faculty Mentor Panel on a fortnightly basis. The Fellows are also supposed to complete various academic deliverables from time to time which will be graded by the designated Faculty Mentor Panel. The overall performance of the Fellows during each of their DIM will depend on the quality of academic submissions, work done at district level, feedback from designated district officers and SRAs who will be monitoring their performance on a weekly basis.
Award of Certificate
An eligible Fellow will be awarded “Certificate in Public Policy and Management” by IIM Visakhapatnam on successful completion of the Program.
